| Offshore Programs Pebble Hills University Offshore Activities Approvals Process
This policy applies only to award courses, but includes award courses offered to offshore students by any means of delivery (e.g. face-to-face, on-line, distance).
Objective: 1. ensure that the quality of the student learning experience and the value of the award is the same when offered offshore as it would be onshore 2. ensure that the course is viable in a resource sense 3. ensure the offshore programs return a surplus to the University 4. ensure that there is a proper consideration of the risks involved in offering courses offshore
Key questions, which must be considered in establishing an offshore award program, include: 1. Is the program likely to attract sufficient students for viability? 2. Is the proposed mode of operation legal in the country in question? 3. How does the proposed program relate to other programs and relationships in the country? 4. How will the program need to be altered in content or delivery strategy for the country in question? 5. How will quality be maintained and assured? 6. Will there be sufficient return to the University to justify the program - either immediately or in a reasonable time frame? 7. Will the proposed new program or mode of delivery either: Attract students from an existing provision? Confuse the market because of similarity to existing offerings? Set a markedly different price point for the offering?
Steps: 1. Please fill in and sign the Proposed Partnership Questionnaire, but add extra notes and supporting documents as required. 2. Sign the Declaration of Guidelines for International Partners. 3. Develop the proposal with a view to gaining approval, the proposal should include: i. The University Faculty taking the responsibility for the award ii. Name and Address of the partner iii. Liaison Person iv. Program Title and Number v. Abbreviated Title vi. Proposed Year and Semester of Introduction vii. Length of Program viii. Study Mode ix. Criteria for Admission to the Program x. Arrangements for Entry into the Program with Advanced Standing, Exemption and Recognition of prior learning xi. Articulation of students/graduates into other programs xii. How the Offshore Program Differs from Comparable and Potentially Competing programs xiii. Professional Recognition of the Program with Special Reference to the Offshore Graduates xiv. Program Validation: The measuring device to be used to validate how the planned student learning outcomes will be met 3 to 5 years after program implementation. Is this similar to that for the local program, if not explain the differences. xv. Academic Aims and Objectives and Graduate Attributes xvi. Explain the budget assumptions upon which the resource statements are based (eg number of students, number of subjects, number of classes and teaching hours per subject). An academic calendar should be attached showing semester dates, intake dates and assessment periods for the first year of operation. xvii. Market analysis confirming demand for the course xviii. General Background of the partner, and ability to meet their service obligations xix. Give details of partner's staff to be involved in the offshore program. xx. Teaching and learning resources and support to be provided by partner xxi. Other costs borne by partner xxii. Develop a draft to Annexure be added to the standard agreement. 4. Waiting for the Approval of the Vice President (International Development)

Students' Enrollment It is PHU policy that all students studying a PHU award program must be enrolled on the PHU student administration database. Ensuring students are enrolled will also provide an accurate and justifiable source of data which can be utilized when invoicing partners
Invoicing In all cases PHU will invoice the offshore partner and not the individual student. All off-shore programs will have an off-shore partner involved. Off-shore partners must be invoiced in US Dollars unless another arrangement has been approved in the contractual arrangements.
